Experience:
Minimum of ten (10) years of experience in costing and cost recovery is required
Minimum of ten (10) years of experience in finance or financial management within the federal government is required
Minimum of five (5) years of experience with implementing government cost recovery practices within the past eight (8) years is required
Minimum of five (5) years of experience with preparing Treasury Board Submissions related to cost recovery within the past eight (8) years is required
Minimum of five (5) years of experience in reviewing and providing advice on cost recovery related business cases within the past eight (8) years is required
Minimum of five (5) years of experience in providing advice on Cost Recovery Frameworks; Treasury Board costing and cost recovery policies, directives and guidelines; and Government financial arrangements and funding options within the past eight (8) years is required
Location of work:
The candidate is required to work onsite and be available for meetings.
Materials and resources:
To mitigate security risk, the candidate will be provided with government furnished equipment and facilities.

DUTIES AND CRITERIA REQUIRED
The Directorate of Air Programs (D Air Prog) within the Chief of the Air Force Staff (C Air Force) has a requirement for a Deputy Project Director to support the C Air Force Aviation Life Support Equipment Officer (ALSEO) to staff the Omnibus ALSE Modernization Project #1. There is a requirement for the following type of temporary help to fill this position: Program Administrator, Senior.
Starting date is 3 Jul 12, for a period of 48 weeks.
The duties of the contractor will be as follows:
Task 1 - Prepare project documentation for the ALSE omnibus capital project and sub-projects to include, but not limited to, all Project Director documentation required for PA(Defn) and PA(Impl) submissions (Options Analysis Plan, OA Report, IPCP, PCRA, HLMCs, Project Charter, PORA, SORs, SRB Checklists and presentations). This requires coordination and consultation with VCDS, 1 & 2 Canadian Air Division, DAR and ADM(Mat) staffs and other agencies to ensure alignment between RCAF and DND/CF objectives;
Task 2 Populate and update the CF Capability Investment Database (CID) with information and documents related to the ALSE omnibus project;
Task 3 Provide briefing notes, issue analysis and expert advice to Air Force Commanders and Senior Management on a wide variety of ALSE issues and activities including: status of current equipment, capability deficiencies, requirements, ALSE policies, standards and initiatives. The scope of such analysis varies from the provision of briefing notes to prepare senior manager participation at a variety of DND/CF forums to detailed analysis of such topics as Air Force ALSE expenditures and personnel requirements. The preparation and provision of this information is critical to senior managements ability to validate priorities and to establish the planning framework necessary to meet evolving Air Force requirements and objectives;
Task 4 When directed by D Air Prog 6-5, represent the Air Force at various ALSE forums in order to influence the development and implementation of DND/CF strategies and policies to reflect RCAF ALSE requirements;
Task 5 Coordinate D Air Prog 6-5 inputs from the Omnibus ALSE project to the D Air Prog business plan and its integration into the Director General Air Force Development business plan. Determine the strategic impact of ALSE initiatives and deficiencies and coordinate the requisite staff action to ensure their inclusion in the Air Force Level 1 or 2 business plan; and
Task 6 Assist D Air Prog 6-5 with the staffing of ALSE UCRs, UORs, SOCDs, and MRs.
The required qualifications for the contractor are:

A Masters of Business Administration; or
An engineering degree and aerospace specific specialist training combined with a minimum of 5 years experience in the aerospace domain; or
An Aviation/Aerospace Technologist Certificate (CET) with a minimum of 10 years experience in the aerospace sector; or
A certificate of completion of the Canadian Forces School of Aerospace Studies - Aerospace Systems Course (or equivalent);
Possess a certificate of Project Management or a military qualification for Project Management, or current Project Management Professional certification from the Project Management Institute (PMI);
Possess a minimum of sixty (60) months combined demonstrated experience in a requirements specialist and/or project management role in support of Department of National Defence Capital procurement, National Procurement (NP) or Operational and Maintenance (O&M) procurement projects with budgets of a minimum $1 million in the last ten (10) years; and
Possess a minimum of sixty (60) months combined demonstrated experience with the project management and implementation of ALSE projects in the last ten (10) years including experience in applying Department of National Defence project staffing processes and procedures in accordance with Defence Management System (DMS) guidance and The Project Management Body of Knowledge (PMBOK).
